Every child who fails to report on the first day of the school term on Feb 10th will be arrested, and their parents fined fifty thousand shillings, the Chairperson of Basecamp Lower Cell, Mr. Jafali Kigutiha, has announced.
Speaking to our reporter at his office yesterday, Mr. Kigutiha said that the fine collected will be used to buy books, while the remaining balance will be given to police officers and his office.
