The president of the Democratic Party and Minister for Justice and Constitutional Affairs, Hon. Norbert Mao, has urged renewed national focus on trauma healing, social justice, and economic recovery in northern Uganda, stressing that while the guns of war may be silent, its effects continue to shape lives.
Speaking during the Laroo-Pece Parliamentary Debate hosted yesterday, Mr. Mao reflected on his own rise from humble beginnings in Bwobo, a remote village where motor vehicles were so rare that children would stop digging to wave at passing cars.
He encouraged the young people to believe in their potential to compete with the privileged.
He noted that despite the return of peace, the region continues to grapple with poverty and unmet basic needs. On transitional justice, Mao proposed shifting oversight from the Ministry of Internal Affairs to the Ministry of Justice and Constitutional Affairs to ensure a structured, professional response to trauma, particularly in the Acholi sub-region.
