Mr. Earnest Bwambale Thabugha, the Kasese District Education Officer, has called for calm among head teachers and parents as his office finalizes plans for capitation grant releases to the affected schools in the district.
His response follows a report to the subcounty budget conference by the Kyalhumba subcounty Secretary for education who doubles as the Buthali parish Chief, Mr. Moses Mbokani, that Nyamutswa government aided primary school that had in the late sixties and seventies, been affected by political unrest, had not received UPE funds for three years, leading to ramshackle structures at the institution.

Mr. Rauliano Kibaya, the school head teacher, had confirmed on Monday that other than the staff funding the school activities, the institution is under staffed with three teachers compared to more than seven hundred learners by the end of this year. Mr. Kibaya speakingā¦.
In a separate interview this morning, Mr. Thabugha said other than intensifying plans for staffing, he was consulting with the Ministry of Education and Sports for UPE funds to the four affected primary schools in the district, including Nyamutswa. Mr. Thabugha speakingā¦ā¦.
According to reports, Nyamutswa primary school that was opened as a subgrade in 1950 by the Church of Uganda, was on and off due to insurgencies by the Rwenzururu Freedom Movement, ADF and NALU. END
