Mr. Saulo Matte, the former Kasese district Forum for Democratic Change chairman has described as shame for government to postpone the lower council elections over budgetary constraints at a time billions of monies were being swindled by the corrupt.
Speaking to journalists at district FDC’s based in Kasese Municipality this afternoon, Mr. Saulo says the postponements by government were intended because the levels of corruption in Uganda do not portray the country as poor as the ruling government portrays it.
