The Minister of State for Fisheries, Hellen Adoa has ordered the Savings and Credit Cooperative Organization (SACCO) leaders in Serere to refund money allegedly extorted from residents seeking to benefit from the Parish Development Model (PDM) program.
The orders were made during a Barraza at Olobai- Kasilo Primary School in Bugondo Sub County yesterday.
During the Barraza, the Minister learned that the community members had been told to pay money by the SACCO leaders, the Parish Development Committees, and some LCI Chairpersons to enable them to access PDM funds.
It was reported that although the files and photocopying of documents cost only 4,100 Shillings, they were charged 12,999 Shillings to all the 104 members who applied for PDM cash in the Agulia parish.

Last month, Adoa ordered the arrest of some Parish Chiefs and the Parish Development Committees over similar allegations in addition to flouting the PDM guidelines. END.
