President Yoweri Museveni has suggested to the new Chief Justice Alfonse Owiny-Dollo to consider his repeated call to scrap bail for murder, rape and assault cases, saying that it endangers the credibility of the judicial system.
Mr. Museveni who was speaking after the swearing-in
ceremony for Owiny-Dollo and his Deputy Richard Buteera at State House,
Entebbe, said that some judicial concepts pose a problem for the country since
they are not in harmony with the indigenous people.
First citing police bond given to the accused before investigations are
complete, Mr. Museveni said that this concept was discrediting the system since
those arrested are immediately released even without spending a night in
prison.
He adds that bond even discourages witnesses from appearing before the court.
Besides the police bond, Museveni raised questions on bail saying that it is also a danger especially for cases like murder, assault, rape and defilement which must solved by appropriate consciousness it deserves.
Mr. Museveni suggested that although there are pressures of too much work in the Judiciary, there should be prioritization for such cases that do not require bail to be handled with urgency to a conclusion.
