The Fort portal chief magistrate’s court has granted the Ntoroko district chief administrative officer bail, after spending two weeks in jail on charges of forgery.
Mr. Anselim Kyaligonza was arrested on 6th June from Kampala by the state house anti-corruption unit team before being charged with forgery and abuse of office at the Fort Portal chief magistrate’s court on 8th June.
Kyaligonza’s arrest came after he absconded from an accountability and monitoring evaluation exercise conducted in his district of service by the Minister for Ethics and integrity Hon Rose Akello, state house anti-corruption unit, PPDA and Rwenzori anti-corruption unit.
His Lordship Kule Lubangula today granted Kyaligonza a 5Million Shilling cash bail and 10 million non-cash for both of his two sureties.
His Lordship Lubangula said the state attorney Mr Andrew Kasaija had completed the exercise of verifying the documents and employment status of the two sureties of the accused, who were indeed confirmed as government employees who were not likely to disappear in case of need and the accused person, being a known diabetic patient whose sugar levels had persistently failed to be managed by the prison medical facility.
Lubangula also referred to the constitution quoting article 23 [ 6 ]of the constitution as amended that if a person is arrested on criminal charges he or she is allowed to apply for bail.
However, the chief magistrate ordered Anselim Kyaligonza to submit his Passport to court for fear that he might leave the country and also allowed him to visit Ntoroko district to avoid absconding from duty, as per request by his Counsel Victor Businge. Lubangula on bail….
