The permanent secretary in the Ministry of finance office, Mr. Henry Mbaguta described Emyooga as part and partial response to Covid-19 where government designed a package which they termed as economic response to covid-19. The initiative is part of the broader NRM principle of social economic transformation in which government has committed itself to convert 68% of the country’s home steads currently in subsistence to market oriented production and in Kasese district every constituency will get six hundred and twenty million.
