Mr. Ernest Bwambale Thabugha, the Kasese District Education Officer, has warned Heads of Schools against the practice of denying Primary Seven candidates with school fees balances the opportunity to sit for their final examinations set by the Uganda National Examinations Board (UNEB).
Thabugha sounded the warning this afternoon at Kasese Multipurpose Hall while addressing the press about the commencement of the Uganda Primary Leaving Examinations (PLE) at all UNEB centers across the district, where about 13,000 candidates are expected to sit for the examinations on Monday and Tuesday next week.
Thabugha acknowledged that while it is true some students still owe fees balances to their respective schools, the policy does not allow Head Teachers to send away candidates who have already been registered for the national examinations.

He also advised invigilators to provide a conducive environment that enables learners to remain calm and focused during the examinations, rather than conniving with school heads to engage in malpractices, acts he said have previously tarnished the district’s image at the national level.
