Minister of Lands, housing and urban development, Hon. Judith Nabakooba largely blames the low pace of service delivery by government to poor implementation strategies by some technical staff whom she blames for not being focused enough.
Speaking to the media shortly after addressing the local residents of Karusandara Sub County in Kasese district over the delayed land tittles as pledged by President Museveni, Hon. Nabakooba said some technical staff were not patriotic to develop their country but only in positions to earn a living.
The retired police Commissioner pledged to personally handle the Karusandara land matters that have presented government negatively.

During a community meeting earlier, most NRM women voters, local leaders and political mobilizers in the area had told the minister that they were not ready to support the NRM candidate without their land title that was pledged by the President. Ms. Anifa and others speaking………
