Kasese Municipal council has passed a proposed controversial bi-law that could allow Minority population access medical services in Kasese municipality.
These are, Homosexuals, lesbians, drug users, commercial sex workers and transgender.
Hon. John Siriwayo, the Kasese Municipal Secretary for works and technical services, who also double as the leader of Opposition, objected the controversial by-law, saying it’s against the Cultural Norms and Values of Bakonzo. Hon. Siriwayo on by-law..
Hon.Ukash Musenene, the Municipal speaker said every Ugandan has right to access health services regardless of his/her social status, adding that most councilors misinterpreted the draft bi-law.

Salatiare Kibaya the Male councilor representing Nyakabingo two ward who also opposed the speaker said government of Uganda has never endorsed a by-law allowing homosexual, therefore it was out of context to favor key populations. Kasese Municipal Mayor Chance Kahindo said the proposed bi-law will be forwarded to the solicitor general for technical guidance.

He asked councilors to calm down and wait for the solicitor general’s advice about the by-law, saying after his guidance, the by-law shall be brought back to council for discussion. END.
