Mr. Zepher Mubingwa, the Kasese Deputy Resident district Commissioner in charge of Busongora County, has threatened to arrest school head teachers he described as inhuman for sending away learners for school fees on the first day schools open for business.
Speaking to our reporter at his office, Mr. Mubingwa threatened tougher punishments to head teachers he said were money hungry than exploiting the trainings they had been subjected to set the required balance in asking for school fees without affecting the learning process.
