A section of clan leaders in the Tooro Kingdom Supreme council have petitioned the King of Tooro Omukama Oyo Nyimba Kabamba Iguru Rukiidi IV over the manner in which Steven Kiyingi was appointed as the Omuhikirwa of the Kingdom.
On August 26th, 2022 Omukama Oyo appointed Kiyingi to replace Bernard Tungwako as the Prime Minister after Tungwako resigned from the position.
However, the appointment of Kiyingi has since received opposition from some members of the Supreme Council who are disputing the manner of the appointment saying it was marred by irregularities.
The clan leaders say their constitutional rights were violated because the Procedure of approving the Prime Minister was not followed as articles 27 and 28 of the kingdom constitution gives the King the powers to appoint and then the council approves, which was not done.
Reverend Willy Kintu Muhanga Ateenyi, the Chairman of the clan leaders said the procedure of endorsing the Prime Minister was ignored, arguing that there should have been the constitution of the Council into a committee of the Council to go through the nominated name or names of the Prime Minister and endorsement would have been by either consensus or voting.
