Kasese District council plans for what it calls a forensic financial audit of all lower local government units for accountability and final whip against corrupt civil servants in the district.
Speaking to our reporter shortly after a council sitting presided over by the district speaker, Hon. Johnson Mayora, Mr. Erifaz Muhindi, the Kasese district local council five chairperson said the resolution by council follows a report by the District Public Accounts committee that pointed misappropriation of public monies by lower governments, giving examples of Karusandara subcounty, Katwe-Kabatooro and Mubuku town councils where individual civil servants have shared public funds for selfish interests. Mr. Kato Soro, the Kasese district Public accounts committee chairperson, had earlier told this radio that, Ms Catherine Mbahimba, the former town Clerk for Katwe-Kabatooro town council and others had been asked to refund over nineteen million shillings that had gone uncountable for.
He alleged that for Karusandara, the subcounty Chief, Mr. Dan Biryande and his accountant, Mr. Xavier Bagonza are to refund over fifteen million shillings for reportedly procuring culverts that had been paid for and supplied by the district local government. Mr. Kato speaking……..
The Kasese District Councilor representing Lake Katwe sub county, Hon. Muzamiru Bisanga faulted DPAC for generalizing their report recommendations than mentioning names and making individual civil servants individually responsible for their messes. Hon. Muzamiru speaking….
The district councilor representing Mubuku town council, Hon. Elijah Okech too wasn’t satisfied with the report by the Kasese District Public Accounts Committee, alleging that the report reportedly relied on the pay slips presented by Mr. Robert Bitekere, his former town clerk but not focusing on physical work where fifty million shillings is said to have been mismanaged.
