The Anti-corruption Court sitting at Kasese has started the hearing an abuse of Office and causing financial case against the former Kasese district Chief administrative officer, Mr. Amis Masereka Asuman and Principle Human Resource officer, Mr. Samson Bihanikire.
Court presided over by Chief magistrate, Her Worship Joan Achiro heard that while working with Kasese district local government in 2021 and 2022, Mr. Amis and Mr. Bihanikire unlawfully reinstated six teachers on the salary payroll thus, causing financial loss to government yet they had earlier resigned for politics.
The teachers in question include; Mr. Josephat Muhindo, the former local council three chairperson for Munkunyu subcounty, Mr. Ezra Turyahebwa, the former local council three chair for Karusandara subcounty, Mr. Martin Masereka Balitebya, formerly chairman for Karambi sub county, his counterpart of Lake Katwe subcounty, Mr. Cyprus Baluku, Mr. Moses Sesabyona Moses and Mr. Samson Bagenda, the former local council three chairman for Bwesumbu sub county.
During hearing, Mr. Josephat Muhindo, the former local council three chair for Munkunyu subcounty in Kasese district and a witness in the case told court that he was recruited back to his position as a head teacher by the district Service Commission after failing to make it for his third term political bid in 2021.
Mr. Josephat like Mr. Martin Balitebya and Mr. Ezra Turahebwa later told Court that he has evidence of the district Executive committee led by Mr. Erifaz Muhindi, the Kasese district local council five chairman directing Mr. Amis, the then Kasese district Chief Administrative Officer to reinstate him as a head teacher before being posted at Kalingwe primary school.
